The objective is to assist the implementation stage of the New Urban Agenda (2016) by focusing on the "Inclusive City". In some cities, including Belfast, lower income communities located in a ring of social housing around the city have high levels of deprivation and unemployment. They do not benefit from their location close to the employment opportunities and social/health/educational facilities of the centre city. .
